The minimum pension for retirees over 65 without a spouse would reach 1,018 euros per month in 2027, while those with a dependent spouse will receive about 415 euros more

The minimum retirement pension (like the rest of the minimum pensions) will continue to grow above the rest of the contributory Social Security pensions. For this 2027, and if we take into account the forecasts of experts such as Funcas, the minimum retirement pension for those over 65 without a dependent spouse would reach 1,018 euros per month, 8.8% more (82 euros), and in the case of having a dependent spouse, the increase will be 415 euros, whose extra percentage on the CPI will be double.

This is how it is collected by fifty-third additional provision of the General Social Security Lawwhich came into force with Royal Decree-Law 2/2023 (known as the “Escrivá Law”), which states that the minimum wage with a dependent spouse will have to reach at least the poverty threshold of a household of two adults. For the rest, such as retirees who live without a spouse, section 4 indicates that after the revaluation there will be an additional increase “equivalent to 50 percent” of the percentages that the reference receives.

This 2026, the minimum pension for those who do not have a spouse (single-person economic unit, which is reflected in Annex I of Royal Decree 241/2026) was set at 13,106.80 euros per year in 14 payments, this being the same amount as that of widows aged 65 or over, which will also rise to about 1,018 euros. In January it rose 7.07%, compared to 11.4% for dependent spouse and 2.7% for the general revaluation.

Pensions are revalued according to the CPI, since this is regulated in article 58 of the General Social Security Law, which states that they will grow according to the average CPI from December to November. In the case of the minimums, as we have explained, they rise above thanks to Royal Decree 2/2023.

In Spain there are close to a million pensioners who receive the minimum pension, almost all of them complemented by the minimum supplement (997,826 pensions according to the latest data from the Ministry of Inclusion, Social Security and Migration). This represents 17.27% of retirements, and among women the proportion reaches 26.07%, compared to 11.29% for men.

The CPI barely moves the minimum for those who do not have a spouse

If we take into account the evolution of the CPI and the Funcas forecasts, the minimum pension with a dependent spouse would reach around 1,433 euros per month. That is, they would grow by the same percentage as the minimum and non-contributory pensions and for the minimum of absolute disability with dependent spousesince it is part of the poverty threshold for a single person in the 2025 Living Conditions Survey of the National Institute of Statistics (12,220.40 euros per year, according to this INE table). With that same method, the 2026 amount comes out to less than 20 euros per year than the official one.

If we take into account that the average revaluation would be 3.5%on this reference it would be necessary to apply more than 10% extra to reach that threshold, and the sole proprietor receives half, just over 5%. That is to say, of the 82 euros that you would earn per month, 33 come from the CPI and 49 from the extra, while in the case of someone who has a dependent spouse, the extra adds 132 euros per month.

Minimum retirement pension (euros per month, 14 payments) 2026 (RD 241/2026) estimated 2027 Rise
65 years or older, with dependent spouse 1,256.60 1,433 14%
65 years or older, without spouse 936.20 1,018 8.8%
65 years or older, with non-dependent spouse 888.70 967 8.8%
Under 65 years of age, without spouse 875.90 953 8.8%

The reason is that the reference has to reach the threshold no matter how much the CPI rises, so the greater the revaluation, the smaller the extra. With a general increase of 3%, the minimum for those who do not have a spouse would remain at about 1,016 euros and with 4%, at about 1,021, less than 5 euros difference per month.

The final amount will depend on the CPI for October and November and a revaluation rule with no fixed date, because the Government will be in office from the elections on November 29. In 2019, in the same situation, the increase was postponed due to the limits that the law places on a Government in office and did not arrive until the Royal Decree-Law 1/2020of January 14, with effect from January 1.

Unlike the extra of the maximum pensionwhich will only be available to pensions born in 2027, this reaches all those who earn the minimum, also those who retired years ago.

The distance between the two minimums will have more than doubled since 2023

In 2023, before the increase in sections with which the reform brought the minimum with a dependent spouse closer to the poverty threshold in 2024, 2025 and 2026, the minimum retirement for a person over 65 years of age without a spouse was 783.10 euros per month and that of those who had a dependent spouse, 966.20, according to the Royal Decree 1058/2022. Since then, the first has risen 19.6% and the second, 30.1%. Thus, the difference between the two has gone from 183.10 euros to 320.40 in 2026 and would be around 415 in 2027.

With the data from the same survey, the minimum with a dependent spouse (17,592.40 euros per year in 2026) is still below the poverty threshold for a household of two adults, 18,330.60 euros, while the single-person household (13,106.80) already exceeds that of a single person.

Going from 9,442 euros from other income reduces the supplement without removing it suddenly

Social Security pays the difference up to the minimum with the complement to minimums and it conditions it on the income you have, in addition to the pension (from work, capital, economic activities or capital gains). Without a dependent spouse, the limit for 2026 is 9,442 euros per year, according to article 9 of Royal Decree 241/2026, compared to 9,193 in 2025, and the 2027 rule will set the new one.

Whoever exceeds it charges a smaller complement, since the same article reduces it by what is passed. For example, with round figures, a retiree without a spouse with a pension of 700 euros per month and 10,000 euros per year from other income exceeds the limit by 558 euros, and his complement drops from 3,306.80 euros per year (236.20 per month) to 2,748.80 (196.34 per month).

Another thing is who collects the full supplement and sees how their income exceeds the limit during the year. Article 9.3 requires you to notify Social Security within one month of the occurrence, and if it is later found that you exceeded the limit that year, the entire supplement collected in the year is considered undue, even if you had notified.

In the case of the widowed retiree who also receives the widow’s pension, the two are added and there is only a supplement if the total does not reach the highest minimum of the two, according to article 16.1 of Royal Decree 241/2026.

He owes more than 94,000 euros to Social Security from his time as a businessman, he pays them to be able to retire and the court only gives him the pension from the day he settled the debt

Social Security will increase retirement pensions by 57 euros per month on average in 2027 if the November CPI reaches 4.5%, but only 55 if it drops to 4.3%

In pensions accrued since January 1, 2013, there are also two conditions, according to article 9.5 of the same decree: living in Spain and that the supplement does not exceed the non-contributory pension, which in 2026 is 8,803.20 euros per year, 628.80 per month in 14 payments (article 21). A pension of 300 euros would only reach 928.80 euros, below the minimum.
