The Government plans to bring together the autonomous communities in November to advance the 2026 Budgets

The Government plans to convene the Fiscal and Financial Policy Council in the first half of November to agree with the autonomous communities on financial stability objectives prior to the preparation of the General State Budgets (PGE) for 2026. The next budget project will focus on social policies, with special attention to the issue of housing.

Behind him delay in PGE proceduresIn an appearance after the Council of Ministers, reported by Europa Press, Pilar Alegría announced that the call for the Fiscal and Financial Policy Council (CPFF) will take place “in the coming days”, although without specifying the exact date. “I cannot specify if it will be on the 3rd, 5th, 7th or 12th, the call for the Fiscal and Financial Policy Council will go out,” he said.

This body, which brings together representatives of the central government and regional executives, must issue a prior report on the path of financial stability that will then be taken into account for both state and regional budgets.

Legal steps for the approval of public accounts

As established by the Budget Stability Law, before presenting the budget project, the Government must approve in the Council of Ministers the non-financial spending limit, known as the ‘spending ceiling’, and the stability and public debt objectives, after evaluation by the CPFF.

Once this report is issued and the spending ceiling is approved, the documentation will be sent to the Cortes Generales. If Parliament approves the stability path, the Council of Ministers will be able to formally present the 2026 Budget project.

Break with Junts and defense of dialogue

The budget negotiation takes place in a complex political context after the recent break with Juntsa formation led by Carles Puigdemont. Despite this, the Government insists on maintaining an open attitude to the agreement.

“Until the different times, the different dates, do not underestimate the capacity for dialogue and persuasion that this Government can have,” stressed Alegría, who also assured that the Executive is determined to move forward with the accounts, “it will work hard” to achieve it.
