UGT asks the Treasury for an urgent meeting due to the delay in the return of personal income tax to mutual pensioners

UGT has formally requested an urgent meeting from the Secretary of State for Finance to address the reasons for the delays and non-compliance in the processing of applications for the return of personal income tax from pensioners of labor mutual societies who overpaid. Likewise, it urges the establishment of a “clear and binding” calendar that allows pending cases to be resolved as soon as possible.

The union organization, through a statement, recalled that the Supreme Court determined in 2023 the right of pensioners who made contributions or contributions to labor mutual societies during the years 1967 and 1968, and prior to 1967, to be compensated for improper payments in personal income tax.

Consequently, at the beginning of 2024, the Tax Agency recognized this right and launched a process to rectify and return the amounts owed to these pensioners. Subsequently, the Ministry of Finance rectified the change in procedure that it imposed in December 2024, which made it difficult for those affected to claim and receive refunds, committing to make all refunds in a single payment during 2025.

However, as the union warns, the situation “has not yet been fully resolved” and “many requests remain unaddressed.”

Around 800,000 taxpayers with the file processed have not received the refund

As reported by UGT, at the end of March 2026, the number of refund requests submitted amounted to 2,407,772, while files corresponding to 2,317,055 taxpayers had been processed. For its part, the number of people who have received some payment amounts to 1,544,730.

According to this information, the union denounces that nearly 800,000 taxpayers with files already processed (772,325) have not received the corresponding refund.

“People who are waiting to see their right recognized should not wait any longer. Many of them are in a situation of special vulnerability and the State owes them a debt,” they stated in the statement, which is why they have requested an urgent meeting with the Treasury to analyze the delay in the return and establish the aforementioned calendar.
