This is the new State Housing Plan 2026-2030, which has a budget of 7,000 million

The Executive has presented the new State Housing Plan 2026-2030, the first designed under the framework of the Housing Law, with an expected endowment of 7,000 million euros and a temporary horizon of five years. The objective is to shield the public park, promote co -responsibility with the Autonomous Communities and create a unique system of information and data management. All this designed to fight directly against the increase in housing (only in the last quarter 12.7% prices have risen), which makes it extremely complicated that young and not so young can access the purchase of their first property.

The plan, which now begins its public audience period, is organized in several main blocks: increased offer of social housing, impulse to urban and rural rehabilitation and regeneration, support for accessibility and specific measures to facilitate the emancipation of young people. All this in a context of affordable housing deficit, increasing prices and an average age of emancipation that already touches 30 years.

Among the measures are the aid for the purchase of homes for the Public Rent Cohousing or the Coliving.

Social Housing and Emancipation Support

In terms of rehabilitation, subsidies for residential buildings and empty housing that go to social or affordable rental, with additional aid of up to 20,000 euros per property are included in case of having been unemployed for more than two years. These must remain for social rent for at least five years.

One of the central blocks is support for youth emancipation. Children under 35 will be able to access aid for rent of up to 300 euros per month for habitual housing (200 euros in the case of rooms) with a limit of 60% of the rent. Likewise, subsidies to the purchase are contemplated in municipalities of less than 10,000 inhabitants for a maximum amount of 15,000 euros and new formulas such as the rental with the purchase of permanent protected housing.

Aid to reduce the effort rate of families

The plan also provides aid to reduce the effort rate of families, with contributions of up to 250 euros per month for rent, which can be extended depending on the number of people in charge or the existence of disability. For vulnerable groups such as victims of gender violence, evicted people or homeless, aid can reach 900 euros per month, more 300 for supplies, for a maximum of five years.

With this program, the Executive insists on consolidating housing as fifth pillar of the welfare state, together with health, education, pensions and dependence, a commitment that seeks to respond to growing social pressure around access to housing.
