He State Public Employment Service (SEPE) It is in charge of managing unemployment benefits and subsidies when a citizen involuntarily loses their job. Sometimes this person has not contributed enough to be able to request the contributory unemployment benefit or better known as unemployment, since it is required to have contributed for at least 360 days. In these cases it is possible to request a unemployment benefit of almost 600 euros per month with only having contributed 90 days for unemployment.

This help is subsidy for insufficient contributionsintended for unemployed people who have lost their job involuntarily and do not have sufficient contributions to receive the contributory benefit. As it is a welfare aid, not all unemployed people are entitled to it.

Subsidies are aid granted to unemployed people who, in addition to not having a job, lack sufficient income. The SEPE establishes that lack income above 75% of the minimum interprofessional wage (SMI). In 2025, this amount is set at the 850.50 euros monthly. Therefore, an unemployed person who has income above this amount would not have the right to receive a subsidy from the Public Employment Service.

Requirements to collect the subsidy

  • Be registered as a job seeker at the time the application is resolved.

Duration and amounts

The duration and amount of unemployment benefit for insufficient contributions will depend on the time worked and the family responsibilities of the applicant. In addition, the amount is linked to the Multiple Effects Public Income Indicator (IPREM). According to the current IPREM, the amounts and sections are as follows:

  • During the first 6 months, 95% of the IPREM will be received, which is equivalent to 570 euros per month.
  • From the seventh month until the twelfth, the amount will be 90% of the IPREM, that is, 540 euros per month.
  • If the aid extends beyond the first year, the amount will be reduced to 80% of the IPREM, that is, 480 euros per month.

The duration will be determined by the months of contributions and family responsibilities, being as follows:

  • Without family responsibilities, the duration will be 6 months, if you have contributed 6 or more months.
  • In the case of having family responsibilities, the duration will be 3, 4 or 5 months, if you have contributed 3, 4 or 5 months, respectively. If contributions have been made for more than 6 months, the maximum duration will be 21 months.
