The new costs of the electrical system raise the bill despite the decrease in the pool

In recent weeks, the price of electricity in Spain has reflected an increasingly evident paradox: while the wholesale market (pool) shows days of moderate prices thanks to the boost of renewable energy, the final bill paid by consumers does not decrease in the same proportion. The explanation lies in the increase in the so-called costs of the electrical system, which have become a key factor in price formation.

These costs include adjustment services, technical restrictions or capacity payments, mechanisms managed by Red Eléctrica that guarantee that supply remains stable at all times. In a context of greater complexity of the system (with more renewables and less predictability) these services have gained weight and, consequently, their cost has also increased, directly impacting the bill.

In this way, although generating electricity is cheaper at certain times, the consumer still assumes an additional cost necessary to maintain the balance of the system. This effect explains why the decrease in the pool does not always translate into a lower bill, consolidating a new scenario in which technical and regulatory costs have an increasing role in the final price of electricity.
