Framework agreement on the implementation of flexible network access permits
The associations of large electricity companies, including Aelec, Cide, Aseme, Aepibal, Asealen and ENTRA, have reached a framework agreement to establish a common position on the implementation of flexible demand access permits to electricity distribution networks. This proposal is part of the resolution currently being processed by the National Markets and Competition Commission (CNMC).
The entities positively value the regulatory progress promoted by the CNMC and consider that flexible accesses can be a key tool to facilitate new connections to the distribution network. The approach contemplates three types of flexible permits, designed to adapt access to the network according to capacity and operating conditions.
Type 0 limits access to certain time slots and provides for disconnection in case of non-compliance. Type 1 allows the connection point to be used with flexible capacity, although the supply may be interrupted if the distributor detects congestion or contingencies in the network. Type 2 combines a part of guaranteed firm capacity with a flexible part, whose availability will depend on the network control parameters.
