The Council of Ministers has adopted an amendment to the regulation on public aid granted to certain entrepreneurs for the implementation of new investments.
The government has adopted an amendment to the regulation on public aid for entrepreneurs for the implementation of new investments. The changes were necessary to adapt the regulations to EU requirements.
The Ministry of Development and Technology explained that the amendment is related to the GBER regulation, which specifies the principles of granting public aid, including for investments, R&D activities or projects related to energy and the environment. Thanks to the adjustment of Polish regulations to EU law, it will be possible to continue issuing decisions on support within the Polish Investment Zone.
Changes to the zone regulation primarily adapt the functioning of the Polish Investment Zone to new legal conditions. At the same time, we are introducing changes that will allow entrepreneurs to use their tax exemption more effectively by extending the validity period of the decision. We are giving a clear signal to entrepreneurs that the Polish Investment Zone will remain one of the most important investment support instruments available in Poland.

The amendment to the regulation takes into account entrepreneurs’ demands regarding the extension of the minimum period of validity of decisions on support by 2 years for decisions with a period shorter than 15 years, which will give entrepreneurs more time to implement their plans. The Ministry of Development justified this change with the economic situation caused by the COVID-19 pandemic and the armed conflict in Ukraine, which contributed to difficulties in implementing investments and extended the deadlines for their implementation.
The Polish Investment Zone is the basic support instrument
The Polish Investment Zone is the basic support instrument in our country, which is a tax relief for entrepreneurs for the implementation of a new investment, the amount of which depends, among others, on the size of the company, but also on the location of the investment.
The Ministry of Energy and Technology calculated that from September 2018 to the end of November 2023, a total of nearly 2.4 thousand were issued under the PSI. decision on support, and the declared value of the investment is almost PLN 114 billion. Thanks to this, over 47,000 were created. new jobs. Most decisions (60%) concerned micro, small and medium-sized entrepreneurs who received PLN 16.3 billion. The largest investment under PSI is the Daikin Manufacturing Poland factory in Ksawerów near Łódź, and the declared value of this investment is PLN 1.4 billion.
