A few days before the end of the month, the Official State Gazette (BOE) has published the Resolution of October 24, 2025, of the Presidency of the Commissioner for the Tobacco Market, which changes again and sets the new price of tobacco in Spain for several brands of cigars, cigarillos and pipe bites. In this way, from today, all tobacconists in the Peninsula and the Balearic Islands must introduce the changes according to the Ministry of Finance.
Smokers’ pockets are, without a doubt, one of those that most notice the rises and falls in the price of tobacco. It is no wonder, because if in 1990 a pack was equivalent to about 0.65 euros, at the start of the 2000s the price was already 2.50 euros. This cost has continued to rise until reaching 4.45 euros in 2015. Now, two months before the end of 2025, most brands do not go below 5 and 6 euros.

Tobacco holds the record of being the consumer product with the highest tax burden. The tax on cigarettes, adding excise taxes and the corresponding VAT, reaches almost 80% of the final price paid by the consumer.
With this fiscal policy, the Treasury pursues a double goal, which is, on the one hand, to collect, and on the other, to reduce consumption. Along these lines, the World Health Organization (WHO) considers raising taxes as the most effective and complete tool to reduce the number of smokers, achieving a special impact among the youngest.
The truth is that smoking figures in Spain are at their lowest point in recent decades. So that we understand it, if in 1997 46.8% of the Spanish population claimed to have smoked during the last year, in 2024 this indicator dropped to 36.8%.
Returning to the mechanism that sets prices, the tobacco company Altadis clarifies that “tobacco prices are freely set by manufacturers and importers.” They explain that, when operating under a system of “communicated prices”, these must “be published in the BOE”, with the Commissioner for the Tobacco Market being in charge of said management. They clarify that, “once published, they are immediately applicable.” Thus, “the BOE can collect price changes, whether increases or decreases, as well as launches and news.”
