In 2025pensioners who earn below the minimum pension and lack sufficient income, they may request the minimum supplement so that their pension reaches at least the minimum amount. This affects all contributory pensions, including those for retirement, permanent disability, widowhood, orphanhood and for family members. Just as the minimum pensions have been revalued by 6% with the exception of the minimum pensions with a dependent spouse, which will be 9.1%, according to Royal Decree-Law 9/2024, so will the income limit to access the supplement. to minimums, something that could benefit those pensioners and retirees who receive a pension below the minimum.
The minimum supplement is an economic amount that aims to ensure that pensions reach the minimum amount established. Not all pensioners are entitled to this supplement, since to receive it it is necessary to meet certain requirements. Despite this, if a pensioner did not meet the required conditions in 2024, but meets them in 2025, they may request it from Social Security to increase their pension to the established minimum.
According to the latest data from the Ministry of Inclusion, Social Security and Migration, of the 10,208,300 pensioners in the public system, 6,493,622 are due to retirement. Of these, 49.87% (3,238,338 pensioners) receive a pension below the Minimum Interprofessional Wage and 2,685,762 receive less than 1,000 euros per month. Of these pensioners, only 19.19% receive the minimum supplement in the pension with an average amount of 272.44 euros per month.
Increase the amount of the pension in 2025
Social Security explains that to be entitled to the minimum supplement it is necessary have a contributory pension recognized for retirement, permanent disability, widowhood, orphanhood or in favor of relatives and that the amount is below the minimum amount. On the other hand, and without taking into account the amount of the pension, you must demonstrate a lack of significant income, whether from work, investments, business activities or capital gains, that exceeds a certain threshold and which depends on your family situation.
In 2025, the income limit is set at 9,193 euros per year for pensioners without a dependent spouse or who do not have a spouse and in the case of having a dependent spouse, the limit amounts to 10,429.82 euros.
Thus, those pensioners who receive less than the minimum pension and their income is lower than said amount may request the minimum supplement for retirement, permanent disability, widowhood and orphanhood benefits.
Now, from Social Security they remember that this supplement is not for life and is reviewed annually. This means that If one year the income limit is exceeded or expected to be exceeded, it must be reported to Social Security so that if necessary, said complement can be removed. Once the requirements are met again, you can apply again.
If you do not report it and Social Security detects it, the agency may suspend the supplement and request that the amounts improperly collected be returned. The minimum supplement can be requested at any time of the year, as long as the requirements are met. It can be managed through the INSS Electronic Headquarters, by filling out an income declaration, or also in person, requesting an appointment for a Social Security manager to process it (this article explains how to request an appointment online).
