The Ministry of Social Security proposes to set a new lower amount to be able to postpone the payment of debts, which right now when they are amounts less than 2,368 euros, which would be applicable “to all debtors, including autonomous workers, for the payment of the amount resulting from regularization”.
The proposal was presented yesterday to the organizations of freelancers and social agents at the dialogue table where the new quotation scheme for self -employed workers is discussed. The department directed by Elma Saiz argues that the current limit, equivalent to double the minimum monthly salary, has become “a taxed condition” for debtors due to the increase in the SMI in recent years.

In addition to the reduction in the threshold, the ministry raises three modifications aimed at self -employed who choose to maintain contribution bases higher than those that would correspond to them according to their real income. Among them, it proposes to update the reference set at December 31, 2022, which would require a rule with the rank of law. It is also studied to invest the current operation of the system so that, except express resignation, workers maintain higher bases and thereby reinforce their social protection.
Another measures seeks to shorten the self -employed response period: the time to communicate to social security the choice of quotas would be limited to a maximum of 15 days, compared to the current period that the Ministry itself describes as “excessively long”. According to the government, this delay delays the return of differences in the contributions to those who are entitled to them.

With regard to carrying several works at the same time, the document argues that “neither legal nor properly can contemplate that the reimbursement in situations of multi -activity is a concept to be subtracted from the amount resulting from regularization.” However, it opens the door to alternatives that soften the cost for workers, through a gradual application of the maximum return stop.
The Ministry also studies excluding the deceased self -employed process from regularization and automatically settling payment and return obligations when the result is less than six euros. It also raises a technical analysis to adjust the periods to be computed in case of subsidies with regulatory bases extended to several months, so that the yields are proportionally weigh.
