Starting on December 2, 2025, the National Social Security Institute (INSS) will begin to implement a series of changes with the aim of changing the way of managing Temporary Disability (IT) benefits, that is, what is known as “medical leave.” As detailed in the RED News Bulletin 11/2025which was published on November 26, the measure seeks to make it more transparent when calculating these benefits, as well as ensuring that doctors have all the necessary information to evaluate sick leave.
To achieve this, the administration has focused on two things. On the one hand, the monthly communication of the Regulatory Base (BR) through the INSS Companies File (FIE) and, on the other hand, the tightening of the validation of job data sent by companies.

In this sense, Social Security has reminded users who use the RED System that it is mandatory to correctly fill out the “Job Position” and “Description of Functions” fields. This is so, since they must be sent through the FDI file or the “Online Temporary Disability” service, so that doctors can assess the worker’s temporary capacity and make decisions that adjust to reality. Failure to do so prevents the employee’s illness from being correctly evaluated, which is incompatible with his or her usual duties.
To ensure the quality of this information, Social Security new controls to avoid putting very generic data. Now the field related to “job position” must contain at least four characters and the “job description” field must contain a minimum of fifteen characters.
To provide more reliability, the system will automatically deny the entry of data that is filled only with numbers or symbols. If this is done the system will return an error. Those who do not comply with the rules may be sanctioned with an administrative violation.
Social Security will report each month on the regulatory base
What is new is that now, Social Security will automatically send the regulatory basis for the Temporary Disability benefit to all companies, regardless of who is the entity responsible for the payment. To date, this information was only transmitted in limited cases, but starting in December, the data will be integrated into fields 1195, 1196 and 1197 of FIE messages.
This process will be executed once a month, after the consolidation of the contribution bases by the General Treasury, which will cause a notable increase in the volume of records that companies will receive around the 12th or 13th of each month.
To go faster in resolving conflicts arising from these calculations, Social Security has enabled a specific channel. Thus, when the company detects a discrepancy between the regulatory base calculated by its own systems and that reported by Social Security, a query can be opened through the ACRASS application. The objective is to avoid delays in the payment of temporary disability benefits.
