Officials who get a position or achieve an internal promotion far from their cities or in a place where the cost of living is high should have a special salary supplement. That, at least, is what they have already proposed unions like Jupol (majority of the National Police) and which is now endorsed by Fedeca (Spanish Federation of Associations of the Higher Bodies of Civil Administration of the State).
This body, which brings together 45 associations, has put on the table that the salaries received by officials have a supplement that is linked to the cost of living in the city in which they are going to work because in many cases, not having enough money to cover costs such as rent, causes them to deny and reject the positions they have obtained after approve an opposition or get a promotion.
Fedeca points out that the high price of rent in certain cities such as Barcelona or Madrid and even the Balearic Islands, together with family responsibilities if there are any or purchases (supermarket) and bills (electricity, gas) make it impossible to consider moving. This has been explained by Ana Ercoreca de la Cruz, who is president of the Federation, who has pointed out the danger that this “loss of talent” poses for public administrations.
“We must take into account the differences in the cost of living within the remuneration supplements,” he pointed out, also considering that the proposal that appears in the hearing does not specify an amount or a single application formula since it could be carried out in different ways.
Promoting “should not mean” a penalty for the official
The Federation maintains that promotions and internal promotions should in no case entail an “economic penalty for the official,” linking this claim with the need to offer an “attractive” horizontal and vertical professional career that “retains professionals” and ensures the continuity of public services.
He has demanded the updating of compensation for service and per diems so that work trips or the fact that civil servants must attend training “do not force public employees to assume costs that must be left open.”
Recover the rights of public employees
When talking about salaries, they ask that the rise in the CPI be taken into account, which in the In recent months it has skyrocketed, reaching 4.9%. The Federation criticizes that the agreed increases are “insufficient” to preserve purchasing power, placing the recovery of the amounts that have been cut from the extra payments among the demands.
They explain, in a statement, that this demand has been transferred to the different political groups with letters that they have sent to the platform that they share with police organizations, education inspectors or prison officials and among all, they ask that the commitments be reflected in actions announcing that the monitoring of the demands will continue.
