The Public Business Entity Casa 47 has activated a call with 100 million euros to buy private homes throughout Spain and then allocate them to the public affordable rental stock. The measure, disseminated by the entity itself and linked to the publication of the call on the Public Sector Contracting Platform, allows both natural and legal persons to present proposals from March 10, 2026 until July 9 at 2:00 p.m.
The operation is part of the reorientation of SEPES under the new Casa 47 brand, approved by royal decree at the end of 2025 to reinforce its role as a state instrument in affordable housing. The BOE itself explains that the new name refers to article 47 of the Spanish Constitution (all Spaniards have the right to enjoy decent housing) and accompanies a change of focus focused on expanding the residential offer at affordable prices.
The new competition also introduces a direct route for owners and companies to offer already built properties to the Administration. Proposals may be registered in person at the Casa 47 headquarters in Madrid or sent by certified postal mail, with notice to the email address enabled by the entity to record the process.
What homes is the State looking for?
The call is not directed at any type of asset, that is, not all individuals can sell their home. Casa 47 specifies that homes located in stressed areas and also complete blocks or housing complexes will be prioritized, a criterion designed to gain scale in the management of the future public park. The entity adds that the procedure will be through a competition, so that each offer will be examined individually according to urban, technical and public interest parameters.
The purchase price will also not be set solely by the figure proposed by the seller. According to the official government website, it explains that the final amount will be calculated taking the lowest value between the offered price, the official appraisal and the average price in the area, according to the Notarial Statistical Portal. This design suggests a clear intention to contain the public cost of each operation and avoid above-market purchases.
The bases and the frequently asked questions document also define the profile of the admitted properties. Only homes in multi-family buildings are accepted, whether new or second-hand, while single-family homes are excluded. Studios and lofts are also allowed, as long as they meet the habitability conditions required by municipal regulations.
The objective of expanding the affordable park
The homes acquired will become stably integrated into the public affordable rental stock, one of the Ministry of Housing’s big bets to increase the available supply and get closer to European affordable stock standards. In this sense, Casa 47 itself pointed out when presenting the measure that the properties “will be incorporated into the public park and will be put at the service of citizens under an affordable rental regime.”
