Junts has registered in Congress a legislative reform so that the General State Administration obligatorily finances a free advisory service for SMEs on the creation of inclusive work environments. The initiative is articulated through an amendment to the PSOE bill to promote the labor inclusion of people with disabilities through the employment reservation quota in companies.
The formation led by Miriam Nogueras proposes that this financing does not fall on the autonomous communities, but rather that it be assumed from the General State Budgets (PGE), according to Europa Press.
The amendment proposes introducing an additional provision in the law so that the allocation for this technical support service for SMEs is set in the Budgets. The advice would cover aspects such as the attraction and inclusive selection of personnel, reasonable adjustments, digital accessibility and the use of support measures already existing at the regional level, through the competent public employment services in each territory.
Junts proposes that the distribution of funds between autonomous communities be carried out with objective criteria, taking into account factors such as population, the number of companies obliged by the reserve quota and the employment situation of people with disabilities in each territory.
Clause in case of lack of financing
In addition, the parliamentary group has registered a second amendment that contemplates an activation clause if specific financing is not approved within a period of six months from the entry into force of the law.
In this case, companies with 50 or more workers would be required to design, implement and maintain an annual training plan on labor inclusion and reasonable adjustments, aimed at at least Human Resources and selection personnel.
This plan would include minimum content on inclusive hiring and selection, reasonable adjustment procedures and provision of technical aids, digital accessibility in portals and selection processes, as well as measures to prevent discrimination based on disability and appropriate treatment guidelines.
