The Government, through the Ministry of Culture (Ernest Urtasun), has distributed a sum of 350,000 euros to the different political parties with representation in the General Courts so that they finance their foundations or associations. The Royal Decree (RD) was published this Friday in the Official State Gazette (BOE) and sets the maximum amounts that these organizations may receive for the development of study activities and political and social thought.
The entities that are linked to the Popular Party (PP) are those that are at the head of the distribution of subsidies with a maximum of 119,605.43 euros, followed by those of the PSOE with 96,735.38 euros and then appear (separately), those linked to the PSC (Socialist Party of Catalonia) for which the limit is 17,899.2 euros. The distribution has been made taking into account the electoral results of July 2023.
Then, the foundations associated with Vox have a maximum of 44,803.47 euros and those of Sumar will be able to manage up to 44,627.54 euros. The BOE also contemplates the distribution of money for entities linked to ERC (Esquerra Republicana de Catalunya) with 6,830 euros, Junts with 5,795.42 euros. EH Bildu with 4,91165 euros, PNV with 4,063.95 euros and finally, those related to the Galician Nationalist Bloc (BNG) with 2,250.95 euros, Canarian Coalition with 1,705.42 euros and UPN with 764.87 euros.
These amounts are the maximum amounts that foundations and associations linked to these parties may receive, but it does not mean that this money is already in their checking accounts since this is only the first confirmation from the BOE.
What can the 350,000 euros be used for?
The BOE contemplates several financeable actions such as, for example, “research programs, courses, seminars and conferences” as well as training activities, exhibitions, congresses, meetings, documentation centers and publications regardless of the medium.
All actions must have as their objective the study and development of political and social thought, and the BOE establishes that they are oriented “generally to citizens” although it admits that some may go to specific groups due to their purpose.
The concession is made in a “direct and exceptional” manner and is justified by the Government for reasons of “public, social and cultural” interest and by the role of the associations and foundations that are linked to the parties, which will use them as the axis of the development of their activities.
Now, all entities that are going to be subsidized must justify the performance of the actions through “a supporting account” and will be subject to the verifications that the body granting the aid considers necessary as well as the controls of the General Intervention of the State Administration and the Court of Auditors.
Where have these subsidies been used?
These aid are not a new item, in 2024 and 2025 subsidies for a maximum value of 350,000 euros were also distributed, the same as in 2026, as pointed out by the BOE. This money was justified by the development of activities in foundations such as the one called Pablo Iglesias, which is linked to the PSOE and which, on their website, highlight that they have received 96,735.38 euros in 2024 charged to RD 963/2024 for “cultural activities, exhibitions, seminars, conferences and publishing.”
The Concordia y Libertad Foundation, which is now called Reformismo21 and which is linked to the PP, received 105,940 euros from the Ministry of Culture, according to an investigation carried out by Newtral that was based on data from the 2021 audit to organize 14 conferences in which topics related to health, depopulation, the elderly, feminism and the circular economy were discussed. However, the funds to cover these activities do not come directly from Culture but rather have the support of International Cooperation.
Vox, for its part, in 2021 received 77,000 euros from Culture for a project that included a documentary about the Sao Paulo Forum and included expenses for translators, rental of premises, technical services and publications. In 2022 he received 54,000 euros for a project from the Disenso Foundation.
