The Government of La Rioja has launched the Revive Plan, an initiative to improve the living conditions of the towns of the so-called emptied Spain. A trend that is increasingly reaching more Autonomous Communities and municipalities so that La Rioja is not the only one and similar initiatives can be found in Aragon and Galicia. The Revive Plan already has more than 1,000 applications for 117 towns with less than 5,000 inhabitants, which represents 87% of those in the plan according to data from the local media Actualidad Rioja Baja.
They can reach 40% of the investment
These aid cover a significant percentage of the operation, with a variable limit depending on the size of the municipality. For example, you can go up to 40%, that is, 40,000 euros in towns with less than 500 inhabitants, 30% up to 30,000 euros in municipalities with up to 2,000 residents and 20% up to 20,000 euros when they are the largest towns in this program.
It must be considered that it will also depend on the maximum price of the home, whether for purchase, rehabilitation or self-promotion, and cannot exceed 180,000 euros (without taxes). Requirements to request help from the Revive Plan
The Revive Plan can be requested by people under 45 years of age (inclusive) who intend to move to La Rioja permanently. As is clear in the bases of this program, they are not designed only for purchasing housing, but also include the rehabilitation of houses already built and in poor condition as long as they are intended for habitual residence and are in municipalities with less than 5,000 inhabitants.
You must not exceed an income level that is six times the IPREM (600 euros per month or 8,400 euros annually in 2026), have Spanish nationality or legal residence in Spain and when what is intended is rehabilitation, you must prove that you are the owner of the house in which the works are going to be carried out.
The registry will be checked, which will have to be a maximum period of three months from the moment of purchase or from the completion of the works. In this way we want to verify that the habitual residence requirement is met.
Until when can you request aid?
The application period opens for operations that are carried out until June 2027. When it is to buy a home, the aid will have to be processed before the contract is formalized or at most, one month later. When a house is going to be rehabilitated, it will have to be requested before starting the work.
Those interested will have to carry out the procedures and present all the documentation through the General Directorate of Urban Planning and Housing of Logroño or the Citizen Service if they want to do it in person or with an online procedure by accessing the electronic headquarters of the Government of La Rioja.
