The Spanish electricity system ended 2025 with a deficit of 197 million euros
The Spanish electricity system closed 2025 with a provisional deficit of 197.66 million euros, according to the fourteenth settlement published by the CNMC. Although surplus transfers from previous years were applied for more than 800 million euros, the income obtained was not enough to cover the regulated costs of the system. In total, revenues reached 14,304 million euros compared to costs of 14,502 million.
The CNMC explained that during the year there were temporary imbalances between income and expenses, which reduced the system’s coverage coefficient to 98.37%. In addition, the accumulated electricity demand stood at 233,421 GWh. In parallel, the liquidation of renewables, cogeneration and waste amounted to 4,431 million euros, of which the majority was financed from the electrical system and a small part through the General State Budgets.
On the other hand, the CNMC also published the second liquidation of the electrical system corresponding to February, which reflected a much larger temporary deficit, of 909.37 million euros. In that month, revenues were 1,453 million compared to costs of 2,362 million, leaving the coverage ratio at just 57.15%.
Regarding the gas sector, the fifth settlement corresponding to the period between October 2025 and February 2026 showed an increase in income of 10.5%, up to 896 million euros. Gas demand grew 7% year-on-year, driven especially by large consumers and some domestic segments. In addition, exports and international supply increased, raising the total output energy of the gas system to 141.9 TWh.
